When you send units the sender's account is debited straight away, but the units only reach the receiver's balance when that person chooses to accept them.

A concrete use is a small group running their own currency on their own machines: you share your address so another person can send you units of the group's currency, called CIRC, and the units wait for you to collect them if you have not accepted yet.
